Cowley is a town in Big Horn County, Wyoming, United States. The population was 762 at the 2020 census.

History
In February 1900 a group was sent by the Church of Jesus Christ of Latter Day Saints to create a settlement in northern Wyoming. The group met with William Cody who was building an irrigation canal to help find a site. In May 1900 the first group arrived. They started building the Sidon irrigation canal which was eventually completed in 1904. The community was named after Matthias F. Cowley, a leader in . A school was built in 1901.
