Vienna, Copenhagen, Singapore and a handful of others lead almost every global ranking of urban sustainability, air quality and green-space per resident.
'Greenest city' rankings vary wildly depending on what you measure — emissions per capita, share of renewable energy, tree cover, transit use. A small group of cities tend to show up on every list anyway.

Berlin, Germany · pop. 3,769,962
Roughly 40% of Berlin is parks, forest, lakes or waterways. The Grunewald and Tegeler Forst alone cover thousands of hectares inside city limits, and the city's network of cycle lanes continues to expand rapidly.
Berlin's transit electrification — the U-Bahn, S-Bahn, trams and an expanding electric bus fleet — is one of the most aggressive in Europe. Berlin also tops our best nightlife cities list.
British Columbia, Canada · pop. 662,248
Vancouver's Greenest City Action Plan, launched in 2009, made it one of the lowest-emission large cities in North America. Roughly 90% of the city's electricity comes from hydroelectric power thanks to BC Hydro, and over half of all trips in the city are by walking, cycling or transit.
The city was the first in North America to commit to a 100%-renewable-energy target for all sectors by 2050. The Stanley Park urban forest and the False Creek waterfront set the city's tone.
Wellington, New Zealand · pop. 215,900
Wellington's Town Belt of native forest wraps around the entire city centre and dates from a Crown grant of 1840 — one of the world's earliest examples of urban green-space planning. The Zealandia ecosanctuary, a fenced reserve in the heart of the suburbs, has reintroduced extinct-on-the-mainland native species.
The city is one of the few national capitals where you can hike to wild kākā, tui and tieke from downtown. Wellington also features on our southernmost cities list.
Singapore, Singapore · pop. 5,535,002
Singapore's 'City in a Garden' policy explicitly treats greenery as core infrastructure rather than landscaping. The National Parks Board manages over 350 parks and four nature reserves on a 730 km² island, and the city has been adding the equivalent of more than 100 hectares of new green space a year.
The Gardens by the Bay 'Supertrees,' the green roof on the Marina Barrage and the elevated Southern Ridges park system are the most visible expressions of the strategy. Singapore also tops our best public transit list.
Vienna, Austria · pop. 2,042,036
Vienna has consistently topped Mercer's Quality of Living index, partly thanks to its huge urban forest (the Wienerwald wraps the western half of the city) and unfiltered drinking water piped from springs in the Alps via two 19th-century aqueducts. Roughly half the city's land area is green space.
The city's transport mix is also unusually clean: a flat €365-a-year annual transit pass has pushed public transport mode share above 38% of all trips. Wien Energie's district-heating system is largely fed by waste incineration and biomass.
Uusimaa, Finland · pop. 695,526
Helsinki's combination of forest cover, district heating, electrified public transport and one of Europe's most aggressive carbon-neutrality plans puts it in every global top-five for sustainable cities. The city aims for carbon-neutrality by 2030.
Helsinki's central district heating system, fed in part by data-centre waste heat and heat pumps drawing from sea water, is one of the most ambitious decarbonisation projects of any European capital.
Stockholm, Sweden · pop. 984,748
Stockholm runs almost entirely on renewable energy and was the first city to win the EU's European Green Capital Award, in 2010. The city's district-heating network is fuelled largely by waste incineration and biomass, and roughly 80% of municipal energy is renewable.
The city has set a target to be fossil-fuel-free by 2040 and has rolled out an unusually ambitious congestion-charge scheme that has cut central-city traffic by roughly 20%.
Capital Region, Denmark · pop. 613,288
Copenhagen targets carbon-neutrality (originally by 2025, now slipped) and has built more cycling infrastructure per capita than almost any other city on Earth. Roughly 49% of all trips to work or education in the city are made by bicycle, the highest share for any major city.
The Cycle Superhighway network now extends well into the surrounding municipalities, and the harbour bath programme has made the central harbour clean enough to swim in since 2002. Copenhagen won the European Green Capital Award in 2014.
How we chose these
We synthesised three of the most-cited annual indices: the Arcadis Sustainable Cities Index, the European Green Capital and Green Leaf awards, and the global IESE Cities in Motion index. We also incorporated per-capita carbon emissions data from C40 Cities and the CDP-ICLEI Unified Reporting System. Cities that appear consistently in the top tier of all three rankings, and that publish open carbon and air-quality data, are the ones included here.
